major news alert!
witness reports from all over the region has been flooding in about strange happenings at the three lakes. what's more perplexing is that these occurrences seem to be happening spontaneously at the lakes. just moments ago, a burst of light erupted at the locations and residents in the vicinity have reported that the lake-side pokemon have turned aggressive and attack on sight.
However, there have been rumours and sightings of the legendary lake trio which has had trainers flocking in from all over the region.
failure. that's what it had been. one big failure and she's still not sure why. though she counts her blessings, finds solace with the fact that lucas hadn't gotten what he'd wanted. no, no, rocket hadn't gotten what they wanted. she refuses to believe that he was there because he wanted to be, because deep down he actually thought that was the right thing to do. rocket wanted the legendary lake pokemon captured and he hadn't been able to carry out the mission. she scratches at her wrists without noticing, knows she should be worried about her end of it than what's going to happen to him. what's happening to him right now.
she shakes her head. she could have written a report, filed it in detail about the happenstances at the lake, but this has to be in person. they'd finally trusted her alone, enough to send her out by herself on an important mission like that, and she has nothing to show for it. and she'll face those consequences in person, whatever they may be. she brushes her fingertips over the pokeballs on her belt, wishes she at least had alpha by her side.
she's waiting in a meeting room. she doesn't know who's going to talk to her, doesn't even know who she's supposed to report to. but she's not just here for that. she's here to ask a question. her heart gives a painful squeeze at the thought, but she shakes away the lingering remains of guilt. this is just the first step, the first piece. it's a blasphemous idea, really, especially after her failure. i want to get inside rocket. let me get inside rocket. it's a gamble for them and she hasn't exactly proven her worth. half of her doesn't even trust herself, not with what could happen with--
the door opens and she looks up, brushes blonde bangs from her eyes. her lips part in surprise. "commissioner," she says as she stands. she swallows past the nerves in her throat.

Same shit different day.
Adrian sighed as she raked her fingers through her amber hair, her emerald eyes fixated upon the stack of papers fanned on her desk that detailed information pertaining to the lake incidents sometime past. Reading up on some them, the woman couldn't help but sigh in frustration at the timing of these events. Something had to happen when she was stuck within the confines of a hospital bed due to injuries and the rangers had to be short staffed. The memory of having to dispatch available agents from the comfort of her hospital bed rather than investigating any of it herself still plagued her with every report that had been placed on her desk. And if only it had ended there then Adrian could have pushed through the work in peace.
Yet as always there were always issues.
Pushing herself away from her desk, her eyes darted to the clock that hung above the doorway to her office. Five minutes. It was plenty of time for the ginger to gather her notes and head off towards the meeting room area. Normally Adrian didn't cater much to holding meetings in the meeting rooms rather than having agents report directly to her office, however it was not her that called this meeting. Her secretary had arranged it, stating that one of the operatives had insisted on meeting with someone to recapitulate the events of Lake Valor. But from what was reported so far, the Lake Valor mission turned up a failure.
The meeting room door had been shut by the time that the redhead had arrived mid-thought. Rolling her eyes, she'd raise her hand to the handle before swinging it open without warning. Immediately her eyes homed in and locked upon the sole person in the room, observing the woman's expression as she walked in. Commissioner. You'd think that eventually Adrian would have gotten used to being called that. Choosing not to acknowledge the title, Adrian spoke "From the look on your face, I can tell you weren't expecting me." Without waiting for a response the ginger took a seat across from the meeting room table, throwing the files and notes in her arm onto the tabletop nonchalantly before reclining against the back of the chair.
Avery Thompson, or at least that how Adrian knew her based on what was in her personnel file. Folding her arms across her chest, not even bothering to touch any of the notes she had just dropped onto the table, she'd eye the blonde as an unenthused expression appeared on her face. "So what was so important that you demanded to do a debriefing?"
no, needless to say, she hadn't been expecting the commissioner to hear her case. there's a beat after adrian takes a seat at the other end of the table, but then willow ghosts her fingers against the tabletop and slides back into her chair. she would have preferred to be better prepared for this meeting, but she's nothing if not quick to action. so after a few seconds of switching gears, she shifts her weight, raises her gaze back to the woman across from her.
"the lake valor mission was a failure. i was unable to stop a rocket member from entering the legendary pokemon's dwelling. nothing came of it, that i know of, but regardless, i failed to complete my end of the mission." she takes a quick breath, folds her hands over the table. "i was entrusted with the mission, surprisingly, given my background, but i wish to prove my worth to the rangers. you know where i'm from, how much i meant to team rocket. i want you to send me back."
"it's a risk. i'm still a variable to your organization, i know that." the bare hint of a smile tugs at the corner of her lips. "i ask you, then--tell me how i can prove my loyalty. time isn't on our side."

Straight to the point then. The moments of pause between her question and the provided response would be noted as the ginger listened intently to the words. Firstly the Lake Valor raid being a failure was presented as a fact, something that was reported to her once the air had cleared at the lakesides. That caused little change in the ginger’s expression as the pale blonde proceeded with her verbal report. It was the assertion that was made afterwards that Adrian cocked a brow at, a bemused hum sounding from the confines of her throat following this. ”Is that so?”
While Adrian would question this, her tone hardly sounded astonished by the news. Why would she be? There was more so interest in the fact that it appeared that this rocket member was attempting to investigate as well rather than instigating the matter in the first place. Willow’s own apparent remorse for her own failure would not earn more than a small scoff from Adrian. There was no question of how the rocket member was identified as such, the commissioner knowing full and well the background of the woman she was speaking to. There was no question on whether she was being told the truth either. Everything that was being said the ginger took without a second thought.
After a moment the ginger would part her lips to speak however Willow would assert herself first, pressing forward with her own declaration. Presented her own will brazenly in a manner that would have impressed the redhead had the request actually sounded reasonable.
Of course it was never that easy.
Once Willow had concluded, a pause would form that filled the room with contemplative silence. A minute would pass before Adrian would lean forward from the chair, a faint squeak from the seat breaking the silence first followed by her words. ”First you come to me with a failure and then you’re asking me to send you back to team rocket in your current position? You must either think I’m an idiot or you’re that dedicated if not stupid.”
The urgency of Willow’s voice was not dismissed however and certain words stuck out to the ginger like a sore thumb. And it wasn’t as if the blonde thought there was a possibility that the redhead would agree to the idea. In fact she knew that the request was unreasonable based on her half assed defense trying to convince her. A pain so to speak. Without waiting for Willow’s response, she’d speak again. ”Where is this rocket member now? Why were they not arrested, sergeant?”
she nods tersely, watches the commissioner's reaction once silence lapses between them. but she's as cold as they say, face like stone and eyes as cold as winter storms. she wonders if it's a practiced art, or if she was once softer. it's not her place to ask and she has a feeling she'll never know, but that doesn't stop her from thinking it. she's untouchable, distant, and that is what makes her dangerous to willow. she has no idea of the woman's history with empathy, but should she order willow be terminated from the ranger organization, that would be it. the end of her life-changing career would be over. and then what would she do? the fleeting thought skims over her mind, but the guilt that trails behind it sinks deeply. she swallows it back. she wouldn't dare.
"no, you're wrong," she says boldly, holds her tongue a moment only to explain, "i don't intend to leave in the position i'm in now. i'm already an incredible asset to the ranger organization in regards to information on rocket. i know the way they work. i've lived it. they're a long-standing syndicate; they have years of experience with conquest, but because of how old they are, they lack versatility. they're set in their ways, comfortable with tradition. and once you learn that brain, become one of them, you don't forget it." her jaw tightens. "trust me. you don't forget it."
the question doesn't entirely catch her off guard, but it catches her enough to make her glance away. but the guilty look doesn't last for long. she shakes her head. "there were two other anomalies that were heading towards the cave. i had no idea of their background. i just knew they weren't rangers. had all three of them turned against me, i would have been rendered incapacitated." her hands slide back away from the table again and she cradles her temples. a headache has lingered since the events that had transpired at the lake. dull, but still present nonetheless.
"whatever was in that cave wanted nothing to do with us. shortly after we made it to shore, i was...made useless. held, no doubt, by the legendary pokemon, but why, i don't know." half-closed eyes open a little wider as she tilts her head. "the pokemon, may i add, remains safe in its dwelling. if there's any way we can call the mission a victory, it's with that."

Oh, she's wrong says the sergeant. The woman exclaimed, tried to cite her case and position within the rangers, a defense of sorts. Yet it was hardly a defense in the slightest as she'd come to learn. Digesting the incredibly verbose description that came, delving in the ways of the rocket culture, it hardly gave the ginger much faith that Willow was attempting to will herself back into their fold. To return to the life she was attempting to escape, not out of desire, but out of habitual automation. The perpetual frown that remained on Adrian's face should have reflected that as she spoke, "and how was that supposed to convince me?" A terse question as her fierce stare remained motionless towards the supposedly reformed rocket.
Now it was not as if Adrian held reservations about the woman due to her background unlike some of the rangers. Had it not been for her own position she likely would not have known otherwise nor have cared. It was not as if her own reputation had been any better before her promotion as commissioner anyway and thus she was in no position to judge. However it was only during these moments that history would ever come to light, which further made the request being proposed rather concerning. "If you want to be drawn back then I can rip your contract right here, if that's what you want Avery." The threat was mostly to make the woman back off from the notion, her words and eagerness unable to convince the woman pursuing this line of thought further. Willow needed to remember her place, whether it was with the rangers or with team rocket.
What Adrian was more interested in was the mission itself. The blonde had failed to mention any other people present at the lake aside from this rocket member herself, thus the abrupt acknowledgement of 'other anomalies' would raise suspicion of the truths of these statements that were being made. Perhaps an excuse of sorts? Because in the end, there was also a claim of being made useless nonetheless by the lake guardian. Thus truly in this position, no matter what she did, she was useless to do anything? Adrian had to suppress a scoff.
Victory lies in the safety of the lake guardian that resided there. The commissioner could take some comfort in that for that was their duty, to protect the pokemon. However from the sounds of it, the lake guardian's safety was assured even without Willow's intervention. Or at least based on what was said, that was what she was to believe. In addition that was not even the initial purpose of the mission to begin with. Folding her arms across her chest, she began tapping a finger idly on her arm. "I hear that the lakes have returned to normal. Are you telling me you were unable to discover the cause of the abnormalities around Lake Valor?"
teeth grit from nerves, the slight flicker of frustration. she can't make a clean case, she knows this. she hadn't been prepared for this. thoughts race before she cuts them to ribbons and reins back in the control. a sigh falls past her lips and she visibly forces her muscles to relax. "no," she says tersely; teeth dimple her lower lip as she forces a smile through her disgust. "i would never go back to those--those murderers." she snorts in contempt, sits back a little too forcefully in her chair. keep your emotions in check.
"i don't have a solid case. i understand that. what i'm asking for is what i need for a case. trust isn't an easy thing to come by, i know this. you know this." she can see that her 'report' is regarded with little dignity, judging by the look on the commissioner's face. she turns her cheek. everything is still muddied. all she can remember is a burning, rolling pain, and lucas's arms wrapped around her. lucas sending her away on his talonflame. lucas leaving her. turning his back on her for rocket, for whatever was waiting for them, whatever was hurting her, in that cave. she swallows tersely, comes back to the present with a flick of her gaze towards adrian.
"yes," she says. "that's exactly what i'm saying. i accept failure and i accept the consequences of that failure." she stands, splays her fingers on the table as she leans forward on her palms. eyes narrow down at adrian. "i want to do right by the rangers, but this is more than that. this is personal. i'm here now because of mistakes i'll never be able to make right, but i'm not about to sit down and do nothing when rocket continues to plague this wretched world. they're here because they've taken control of kanto. can't you see what they're capable of? you want reports? more inside information? i can give it to you."
"i'm not your enemy, commissioner." her fingers tighten. "you wouldn't want me as your enemy."

"Is that a threat?" Adrian questioned incredulously with a cocked brow, the gall of the woman across from her to do so being taken note of. She had listened of course, to everything that was being said. From the tone of her refusal and the desperation that the woman held in her voice, the ginger wasn't taking anything in this conversation lightly. Thus at the admission of failure once again without any hints to go off of as well as the statement about not wanting her as an enemy, Adrian was hard pressed to give Willow's word any credibility aside from that of a traitor. Unfurling her arms from across her chest, the ginger's gaze turned into a hardened glare before she took her hand and slammed an open palm sternly against the top of the table that caused a powerful reverberation to fill the air. "You're being too bold sergeant," she'd proclaim fearlessly against the intimidation of the older blonde. The woman needed to know the severity of the situation she placed herself in and if she persisted, Adrian would make good on her previous words. "I won't warn you again."
Willow was thinking too highly of herself, boasting about what she could potentially do with nothing to show for it, and a distinct lack of humility that rangers should have possessed. Even Adrian herself who was seen as a brash and reckless woman had known the extent of her abilities, even if she reached past it at times. It seemed that Willow didn't understand that. Too spoiled at the hands of working for the likes of an organization that had no boundaries no doubt. But the commissioner didn't plan on coddling her, holding her hand as if she was a new recruit fresh from junior high. That wasn't her job, just as chasing false notions wasn't Willow's. "I'm not asking you to do nothing but the fact is that I cannot send you off to do what you are suggesting in good conscious. All I see is a scared woman who doesn't have enough faith in her fellow comrades or her own skills to deal with this threat without having to resort to underhanded tactics and wants the authority to do so."
Though her words were stern and held a tint of annoyance, they would end in a scoff. It was true that sending someone in as a spy in either organizations was a possibility, however the risks were not ones that Adrian deemed worth it. She was not so underhanded enough to send someone else out to risk their lives for the sake of possible information when there were no leads to go off of and their numbers were running thin. "If you want to make amends, do it right to back up your case. We're already running short on rangers as it is so don't cling onto some ill gotten habits and expect me to agree to them." With that said the younger woman stood up from her seat, apparently not willing to entertain the appeal to her any longer. A steel gaze would look upon Willow as she spoke again, the same callous inflection in her tone. "Otherwise I'll reassign you to deal with Team Galactic issues instead." If the blonde were really that hung up on a personal vendetta against team rocket, perhaps it would do her some good to separate her from those types of cases for awhile. Surely she wouldn't have wanted that and the ginger would be remiss to do so lightly considering the truth that Willow had provided some keen insight to Team Rocket. However if that was for the best that Adrian wasn't below doing what was necessary, not only for the region but for one's own sanity.
"Is there anything else you'd like to say to me sergeant, or will that be all?"
she stepped too far. she knows it as soon as the woman's face shifts into disbelief. fire kindles in her belly, hot anger that she'd slithered back to old habits. this isn't how she talks, how she gets things done. not with threats instead of promises. teeth clench, but she doesn't let it break the surface because the last thing she needs is to show she can't keep her emotions in check. "yes, commissioner," she mumbles, looks down at the table and forces her muscles to relax. she tries to justify her actions in her head, but maybe her stubbornness won't let her see past the fact that maybe this idea isn't right. maybe she doesn't know what she's talking about. but she does.
but her fault lies in the bigger picture, and adrian lets her know this. she's not thinking of the rest of the rangers, of conduct, of code, and it strikes her once again how ill-prepared she'd been to make the case, how ill-prepared she is to be a ranger. she wants to do right, but she's been running blind instead. hiding. and now her only solace has shifted from this save haven, this illusion of doing right by someone's face, someone's eyes. she swallows.
she lifts her head abruptly when adrian threatens to assign her elsewhere. "i assure you that won't be necessary," she says, speaks before her brain can catch up with her. she sucks in a breath, steels herself. "i understand your position. i failed to look at this through the perspective of the rangers, but it won't happen again. all i ask is that you give my proposition some thought." she pauses, stands from the table. "i hope to work with you some day, commissioner. i feel as though i have a lot to learn."

A low admittance of defeat, emerald eyes locking onto the form of the opposing woman who had cast her gaze downwards. It was difficult to tell from that perspective if this was a reluctant acceptance of her transgressions or seething disdain for the decision that was made. She partially expected some argument or retort considering how their interaction was going so far. Not that Adrian was complaining due to the lack of one of course. Either way it didn't faze the apathetic commissioner who then huffed at the sight, "Good." That was all that needed to be said. As long as her point was conveyed and the woman understood, there was no need for anything further to be said. This was the blonde's first warning and thus with that in order, a haphazard hand raked through the ginger's vermillion locks.
The threat to reassign the other woman however was the one that was with defiance, the sudden movement bringing Adrian's stern gaze back to the ex-rocket member who spoke hastily on the matter. It won't be necessary, she says. Surely the woman didn't expect the commissioner to take her word on that matter. That decision was not for her to decide, nor was it one that Adrian could particularly take lightly as a scoff escaped her lips. Willow couldn't be blamed however and while the blonde spoke in recognition of her faults here, the ginger wouldn't respond one way or another. The final words imparted with that wish that implored her to give the proposition a thought and, needless to say, it wasn't necessary for that to be asked. Adrian already had.
But until there was any inclination for her to do so, the rangers couldn't act recklessly as much as it was in the redhead's nature to do so. Considering all that was said here, even if there was, it was doubtful that the ginger to consider Willow for such a task anyway. At least, not anytime soon without any support for it. Nevertheless, she'd reply truthfully and perhaps somewhat favorably depending on how one took her absentminded statement. "Do good work Thompson and I'll consider it." Or perhaps that was meant to be encouragement to spur the inclination for results. Regardless, once the blonde stands from her seat and offers those words of pleasantries, Adrian would scoff at the sentiment as she walked towards the door. It wasn't as if the woman was opposed to it, and actually would have been delighted to have the chance to return to do field work normally, but the opportunities for her to do reasonably so were far and few in between staying in headquarters and organizing the rest of the rangers made it feel almost like a pipe dream.
"Perhaps one day, but I'm not a very good teacher," she'd reply honestly as she opened the door. It was not as if Adrian herself was all that wise and she had known that. Regardless, since she was in such a position, all she could do was go along with it as she paused by the doorway to see if there was anything else that the woman wanted to add. If not, "If that is all sergeant then you are dismissed."
