Keanu's family claims to have migrated from the "Alola region". They are said to be descendants of a supposed witch doctor who lead a small portion of their tribe to Kanto when they were exiled for their religious practice. This tribe apparently worshiped and prayed to pokemon for their companionship, but also their abilities in battle...how they could be used for war. Most of all, they worshiped the strong pokemon. When someone in the community had been wronged by another, they could invoke a battle. The loser's life could only be spared by the mercy of the victor. It was barbaric.

But Keanu thought it was all very cool, and his family was eager to comply with stories of their tribe and it's history before Lavender town was their home. Keanu was a mixture of both these cultural influences, and in a way he seemed to demonstrate the worst qualities of each. Early on he was a problem child who got picked on, started picking back on kids and ultimately ended up fighting them. Eventually it was with pokemon Keanu was fighting with, and soon after he and his older brother joined Team Rocket. On their first mission, however, they were ambushed. His older brother stayed behind so that Keanu could get away. He hasn't heard about his brother since, and suspects they are dead or imprisoned.

Keanu is mad because of this guilt he feels, and humorously enough he takes it out by trying to cause trouble for the rangers. Rocket was doing so well in Kanto that they had decided to target Sinnoh region next, which Keanu was keen on. He'd leave his brother and that guilt behind and continue doing what made his life feel fulfilled.
