I could see Dmitri and them developing a girl-meets-bad-boy relationship. Except the kicker part is, he's never actually dated a girl except maybe as a kid when you just sort of jokingly ask that and make-pretend. I think it'd be great if he fancied them dating, only for her to be sort of nonreciprocating when he makes it plain that's why they've been hanging out. He can be all distraught and her intuition can be like "I thought you were just gay."
Which is completely accurate at least by history.
From there let's say the relationship heads south. Maybe he still hangs out with her, but he's an angry little kid when he sees her, like he's trying to prove he could love a woman in the same way. But maybe she's a total buzzkill and just destroys him. Maybe after that they become estranged, at which point they mostly avoid one another. When we want more awkward angst/when an Event pops up, we can re-engage this dynamic.

Ezra is part of Galactic for self-improvement. So he's a good guy, has normal hobbies and interests, etc. He does however have a 'might is right' mentality, but also he's a huge crybaby. I could see them easily having a basic friendly relationship. Nothing spectacular, just old fashioned friendly get-togethers.
Maybe he stalks her for awhile and she finally confronts him about it after noticing. Ezra isn't exactly a womanizer, but he likes pretty things, so he might introduce himself if she seems alone and open to it, but would be very indecisive but leaning towards following her around if he was truly interested. I'm not looking for a true relationship dynamic here, but just suggesting that it could be how they meet. It would be hilarious if Ezra actually asked her out only to be rejected with a "How old are you even." It'd make him sad.

SCARLET make it simple, to last the whole day long [attr="class","shouyou"] & DMITRI KHVOSTOVoh, that'd be a cool idea! scarlet could probably meet dmitri bumping into each other in a department store or in a double battle or something which involves them interacting heavily without bringing up his participation in team rocket. maybe dmitri could be the one to advance the friendship, and scarlet goes along with it because of her fairly innocuous nature. then, two to three threads in, dmitri tries to pose the question, and scarlet pulls the 'just friends' card, or, if you want more sting, the 'oh, i was just being nice' card. she's privy to both. i think it'd be especially interesting with events, with a potential reveal-shock that might hit scarlet when it turns out dmitri's been stealing pokemon and committing arson and whatever it is rockets do. the decay of friendship between the two of them will be an interesting dynamic, if it comes to that. dunno about dmitri, but scarlet can go from zero to hero like that, despite any feelings of betrayal or sorrow within. she'll definitely groan about it over the course of time. & @felon i could be totally cool with the two of them being casual friends! just kinda chill or go bowling together or whatever. of course, scarlet wouldn't object to slapping some sense into him if he drivels on for too long about his ideals or whatever, which could be an interesting dynamic between them. or, taken to extremes, her doing that in full force when she finds out he's galactic. and yeah, scarlet's a pretty normal gal, so someone stalking her would definitely be an interesting way to meet. maybe she'd confront him about it, then she'd just shrug in her devil-may-care signature way? i definitely think that scarlet's polite apathy would be fun with him, honestly. also, yes. we must do the date idea. scarlet's sixteen, so it's really, really easy to be too old or too young. do it.
